Mr ButtSvengali, The PMO, The Privy Council, The Governor General – Feb 19 Letter to Globe& Mail

1) select by vote at the next General Election after 2019, the person that Canadians would prefer to be recommended as their next Governor General. 
2) immediate rescission of P.C.#1940-1121.
EXECUTIVE SUMMARY
Every 50%+1 majority PM and every one of his/her PMO-PCOs since 1940 has been guilty of NOT following the British North America /Constitution Act of  1867.
The resignations of Hon Jody Wilson-Raybould and Mr ButtSvengali’s have brought the “symptoms” of the problem to full view
The “underlying problem” is that the Legislative Power’s Prime Minister’s Office has usurped the Executive Power’s Privy Council. This has resulted in the elimination of the intended double-check on the Legislative Power by the Executive Power. In short, the 1867 structure has been turned on its head.   
Do you favour continuing the systemic all-political chicanery within the un-checkable power of a 50%+1 majority PMO-PCO as demonstrated so clearly but the simultaneous public examination of the Privy Council’s activities in the SNC-Lavalin mess, the Admiral Norman mess and the Hon Min Brison (r)/ shipyards mess?
May I suggest the immediate rescission of P.C.#1940-1121.

May I suggest that we immediately prepare to select by vote at the next General Election after 2019, the person that Canadians would prefer to be recommended as their next Governor General.  
The Office of Governor General filled with responsibility on behalf of Citizens and as the embodiment of the Canadian Crown. This Office and the Offices of the Privy Council (s.11) must be henceforth occupied by a notable, knowledgeable and honourable Canadians. See BNA Constitution 1867 (as amended) ss.12, 54-57 and 90.

Looks like the as-written Hierarchical, Power-sharing Agreement has been turned upside-down…
Yes, indeed it has – by one, single, solitary Order in Council issued on March 28, 1940 (effective 3 days earlier) conceived, drafted and executed by the Rt Hon Wm L Mackenzie King.
This emergency, wartime measure (Europe was over-run, France had collapsed, the UK was under attack, the long-time Clerk of the Privy Council, Ernest Joseph Lemaire, had retired January 1st of 1940 AND then … the Governor General Lord Tweedsmuir suddenly died Feb 12/40).
So as our PM, with all his “superiors” out-of-action, Mr King, took charge and unified the whole “machinery of Cdn government” under his own command. (NB notwithstanding that I am speaking against the anti-BNA letter and spirit of this Order in Council, it IS my view that Mr King was wholly justifiable and made a wonderful and prescient decision – the WWII Canadian mobilization was/is one of our Finest Hours (with apologies to Mr Churchill).
But… after the war, and after the work of C.D. Howe (King’s Minister of Everything) and his Dollar-a-Year Men, yes after all that …. yes surely that Privy Council Order #1940-1121 should have been rescinded and the as-written (de jure) format of the governance of Canada restored – yes?

Look at the Supplementary information (on page 27 of 30 if you’re printing it) of the online Canada.ca, 2017–18 Departmental Results Report and see the enabling legislation cited there as authority for Privy Council office and its (still combined title) Clerk of the Privy Council AND Secretary to the Cabinet 
Again … surely once peacetime was assured, PC #1940-1121 should have been rescinded and the as-written (de jure) format of the governance of Canada restored – yes?
Surely it must have been discussed or contemplated while the arrangements were being made for the Canadian Citizenship Act of 1946 to start the phase out British Subject-hood in favour of Canadian citizenship effective January 1, 1947, yes?
Perhaps the rescission of the 1940 Order directing the emergency usurpation of the s.11 independent advisers to General Government’s Executive Power was forgotten, benignly neglected or ignored while the negotiations to ‘Canadian-ify’ the person to be appointment to the office of Governor General were undertaken;
But it seems to me that it should have been on the agenda while talks were ongoing concerning “Patriation’ (into the hands of the Canadian Prime Minister) of the final recommendation to the-then Monarch-in-Council for selection of all future Governors General of Canada ;
Actually I’m concerned that it ‘never came up’ while a new set of Letters Patent for the GG proclaimed October 1, 1947, were being drafted;
AND more than anything, while I readily admit that there are very few Canadian Constitutional pundits and governance experts who were politically-conscious adults in 1940 and are still actively involved in government administrative discourse and debate today, I am confounded by the pat-on-the-head assurances I have received from esteemed scholars, authors, writers and self-hoisted democracy-watchers “that there is nothing to be concerned about with that Order” or that “we just decided to do things differently” as was offered me in recent years by Professor Emeritus Peter Russell (who had never heard of this Order in Council when I spoke to him by phone in 2012 concerning this and his Cabinet Manual project) before I hung up on him for complaining that I interrupted him too much.
Bottom Line
